He was able to aid Trump in paying off all of his legal fees in exchange Trump decided to Black the ban. Another reason that Trump let TikTok live was the major success he saw on the platform in his campaign. He was able to understand its usefulness and decide rather then throw it away he could take advantage of it to grow his base of support.
